Activities

The PTD Alumni tries its best to plan and carry out activities that are not only in line with its stated objectives but will also serve the interests of its members. With the launch of this website, we hope that members will communicate with us more and make suggestions on the kinds of activities that they would like the Alumni to organise in future. We would really appreciate and welcome your comments and ideas.

 

Bi-annual Dinners

Providing opportunities for members to get together is one of the objectives of the Association. Various activities are organised regularly to achieve this objective, one of which is the bi-annual dinners.

On 24 April 2008, the JAMUAN GEMILANG 2008 and Celebration of the 50th Merdeka Anniversary was organised at the One World Hotel, Petaling Jaya. There were, altogether, 441 members, guests and their spouses who made the evening an enjoyable and memorable one. Our guests of honour were DYMM Yang DiPertuan Besar, Negeri Sembilan Darul Khusus, Tuanku Ja’afar Ibni Al-Marhum Tuanku Abdul Rahman and DYMM Tengku Ampuan Besar, Tuanku Najihah Binti Al-Marhum Tunku Besar Burhanuddin. Our special guests included TYT Tun Datuk Seri Utama Mohd. Khalil bin Yaakob, Governor of Melaka, and his wife, and the Chief Secretary to the Government, Tan Sri Mohd. Sidek bin Haji Hassan and his wife.

This activity is, indeed, meaningful because it provides an occassion for members of the Alumni and their spouses to meet and reaffirm their friendship. While in service, the opportunities to meet are many and regular. But, after retirement, they are not so often, or even rare for some, particularly for the spouses. And, so, that evening proved to be a nostalgic one as well as many old friends who had not met for sometime were seen to be very happy and excited to meet again, exchanging news and stories about their families.

A more significant part of the dinner, however, is that it was also intended to celebrate the 50th Anniversary of Merdeka. A special video was made and shown at the dinner to recognise the important contribution made by the former members of the PTD (then known as the Malayan Civil Service or MCS) to the struggle for independence and to the development of the country at its early and crucial stage immediately after Independence. The video was sponsored by Permodalan Nasional Berhad (PNB), for which the Association is deeply grateful.

Dinner Meeting with the Chief Secretary to the Government

A dinner meeting was held between the Executive Committee (Ex-co) Members of PTD Alumni and the Chief Secretary to the Government (KSN), Tan Sri Mohd. Sidek Hassan, on 16 April 2008. The dinner meeting was organised as part of the Alumni’s efforts to contribute ideas and suggestions towards further improving the quality of the civil service and the delivery system of the government.

The President, Tan Sri Sallehuddin Mohamed, and Ex-co Members had a useful and meaningful discussion with the KSN on a number of important areas and these included:

  1. The need for more public policy research to be undertaken through a dedicated institution/organisation to improve policy formulation, planning and implementation. In-depth policy research can also provide a good basis for the formulation of the country’s strategies, positions and approach for bilateral, regional and multilateral negotiations to achieve the best outcome for the nation and to safeguard its interests.
  2. Enhancement of the role of INTAN in public service improvements and reforms. There is a need for INTAN to be more focussed on research and development on public administration and high-level management training and seminars/workshops on public policies. Thus, there is a need to re-engineer the role and functions of INTAN and this effort should be led by KSN himself. The PTD Alumni is prepared to assist and share its collective knowledge and experience in this effort.
  3. PTD officers have to be equipped to deal with the challenges of globalisation and increasing expectations of the private sector in terms of better delivery of public services. PTD officers should be competent, knowledgeable and always equipped with the necessary skills in their areas of responsibilities so that they can provide the necessary leadership and support to their organisations as well as give meaningful professional advice to Ministers, who are now largely better qualified and experienced than before.
  4. The expertise of ex-PTD officers could be utilised in areas where their knowledge and experience would be useful in improving government administration and services, such as in the relevant government Committees, Organisations and Government-linked Companies (GLC).
  5. Importance of the appropriate observance and respect for the dress codes, protocol and etiquette in official ceremonies by the members of the business sector, politicians and government officials.
  6. The need for more attention to be given to amenities to facilitate our members who are Senior Citizens or “Warga Emas” in government hospitals, public buildings, public transportation and in the allocation of parking in public spaces and in hospitals.

The KSN found the discussions useful and it was agreed that we should continue to convene similar informal discussions from time to time.

JOINT RESEARCH WITH INTAN

After the dinner meeting with the KSN, a discussion was held between the President and Dato' Dr Ismail Ilias of the PSD and Dr Muhamad Hamzah, Director of INTAN to consider the viability of undertaking joint research with the PTD Alumni.

Consequently, INTAN has expressed its support and desire to work together on issues which are important for the development of the Public Service in general and the PTD in particular. Towards this end, INTAN has provided office facilities in INTAN Bukit Kiara for the joint research work to be undertaken. Once the subject matters are agreed upon, the PSD / INTAN will also provide the necessary resources.

Health Talks

Keeping good health, both physically and mentally, is essential especially after retirement so that we can enjoy our retirement with our grandchildren and pursue our hobbies, travels and other interests for which we could not devote adequate time during our working days. At the same time, within the constraints that we have, we can continue to contribute to the progress of our country in one form or another, for example, through NGO activities.

To achieve this objective, the Association regularly organises health talks. The most recent one was held on 12 June 2008, before the Annual General Meeting. It was about heart disease and how to take care of your heart. The speaker was Dato’ Dr. Khoo Kah Lin, a well-known heart specialist.

Sports

The only form of sports that is popular among the members of the Alumni is the game of golf. The game does not only give a lot of fun and excitement but also provides an opportunity for old friends and ex-colleagues to meet. The Association organises two competitions a year. One is the Annual Championship and the other is a match against the Ex-Senior Police Officers to vie for the Tun Hanif-Tan Sri Sallehuddin Trophy (TH-TSS).

The Annual Championship for 2008 was organized on 21 August at Kelab Golf Danau, Bangi. Winners were as follows: -

The match for the TH-TSS Trophy was held on 22 May 2008 at the Kajang Hill Golf Club. The police team won, again. However, out of the 10 prizes, 5 were won by the PTD Alumni Team, represented by Dato' Wira Jahaya Mat, Dato' Dr. Shahar Sidek, Mohd. Razi Zun, Dato' Azmeer Rashid and Rohani Walat.

Talks, Forums and Conferences

The Alumni also organises talks, forums and conferences from time to time to provide opportunities and platforms for exchange and sharing of ideas on important issues of the day. Such activities are also intended as sources for new thoughts and suggestions that can contribute to the government’s efforts to improve the public service as a whole.

In this context, the Alumni organised a talk on “The Malaysian Economy: The Current State and Future Prospects” in 2007. The talk was presented by Dato’ Dr. Mohd Ariff Abdul Kareem, Chief Executive of MIER.

The Forum on Integrity that was scheduled to take place in November 2008 had to be postponed due to unforseen circumstances. It is being planned to take place some time in 2009.

Overseas Visits

One of the activities that the Alumni organise from time to time is overseas visits. Overseas visits can be most beneficial if they are organised not only for sports and fun but also to enable the participants to gain more knowledge and experience.

As the response was not very positive and the weather conditions not suitable, the trip to Hanoi, Vietnam had to be postponed to 2009. Members who are interested to join the tour are encouraged to get in touch with the Secretariat.

Service Par Excellence

The book "Service Par Excellence", written by Dato' Wan Mansor Abdullah for the PTD Alumni, is on sale. Those who are interested in purchasing the book can get in touch with Mr Ayadurai via +6013 - 388 0809.

Briefly, this book traces the development of the Malayan Civil Service (MCS), the predecessor of the present day Malaysian Administrative and Diplomatic Service, from the earliest days of the British intervention in the affairs of the Malay States.
